Published CHM Displays Blank Pages

Problem

When opening a CHM (HTML Help file), I get a message for each topic saying it can't be displayed.

Reason

HTML Help files are designed to be run locally (that is, off the user's hard drive).

Windows security updates from Microsoft, prevent the CHM from displaying when opened from a networked drive.

Solution

Move the CHM file to a local drive.
